Turkey, Egypt, Qatar Push Gaza Ceasefire Phase Two in Cairo

(MENAFN) Senior intelligence and diplomatic officials from Turkey, Egypt, and Qatar convened in Cairo on Monday to advance negotiations on the second phase of the Gaza ceasefire agreement, as key obstacles to full implementation continue to cloud the fragile truce.

Turkish intelligence chief Ibrahim Kalın, head of Türkiye's National Intelligence Organization (MIT), attended the high-stakes talks alongside senior Egyptian and Qatari officials and representatives of Palestinian factions, according to sources and an official statement.

The Egyptian Foreign Ministry confirmed that delegations worked on a draft roadmap aimed at pushing the ceasefire process forward and resolving persistent on-the-ground challenges. Discussions unfolded in what the ministry described as a generally "constructive atmosphere," with parties reviewing concrete steps to advance the process.

Key agenda items included completing unresolved obligations from the ceasefire's first phase, ramping up the flow of humanitarian aid into Gaza, and preserving stability on the ground. Longer-term issues — among them Gaza's future governance structure, reconstruction, the potential deployment of an international force, and broader security arrangements — also featured prominently in the talks.

On the sidelines, security sources confirmed that Kalın held separate bilateral meetings with Egyptian intelligence chief Hassan Rashad and Qatari Prime Minister and Foreign Minister Sheikh Mohammed bin Abdulrahman Al Thani. Those discussions ranged beyond Gaza, touching on the US/Israel-Iran conflict and regional developments in Somalia, Sudan, and Libya.

The Gaza ceasefire entered into force on October 10, 2025, with its first phase encompassing a prisoner exchange, expanded humanitarian access, and a partial withdrawal of Israeli forces from select areas. However, Palestinian sources maintain that Israel has not fully honored its commitments under the deal and that attacks have persisted — casting uncertainty over prospects for a durable second phase.

Negotiations toward that next stage, which are expected to tackle Gaza's administration, full Israeli withdrawal, reconstruction, and key political and security arrangements, formally got underway in Cairo on Sunday.
